PARIS MOU, PSCIRCULAR 104 - RESIDUAL COVID-19 ISSUES TO BALLAST WATER MANAGEMENT (BWM)

1. The purpose of this Merchant Marine Notice is to communicate to Ship- owners/Operators, Legal Representative of Panamanian Flag Vessels; Authorized Recognized Organizations (ROs), the content of the Paris MoU PSCircular 104, issued on November 22, 2023.
    
2. The above mentioned circular makes reference to effects related to Ballast Water Management due to the Covid-19 pandemic, faced by PSCO during the inspections.
    
3. Therefore, policies are clearly established in the way the PSCO in the Paris MOU will proceed in cases where the flag state authorize vessels to continue using standard D-1 beyond the D-2 standard applicable compliance date.
    
4. For further reference, please find here the PSCircular 104 by the Paris MOU.
    
5. This Administration encourage Ship-owners /Operators, Legal Representative of Panamanian Flag Vessel; Panama Merchant Marine Recognized Organizations (ROs), to increase awareness of this marine notice and the compliance date to install the BWTS.
    
6. We remind you to bear in mind the Panama Policy related to the Ballast Water Management Convention, 2004 and its amendments informed through our MMC-345.
